It's time for the CAP! What's new for 2023-2027?

The often-dreaded moment of the CAP declaration has arrived. To obtain certain types of aid, it is necessary to make adeclaration between April 1 and May 15 of each year. In the context of the new 2023-2027 programming period, synonymous with 45 billion euros of European funding to be distributed over this five-year period, a number of administrative changes are taking shape. What are the main changes?

Young Farmers status consolidated

‍Todate, the "Young Farmers" category includes farmers aged 40 or under, holding a level 4 diploma, agricultural or higher, or a level 3 diploma, agricultural or not, with at least 24 months' professional agricultural experience within 3 years, or at least 40 months' professional agricultural activity within 5 years. The payment allocated to them becomes flat-rate, set at 4,469 euros, per farm and per year, over five years. GAEC transparency applies.

Farm retirement without CAP subsidies

A new restriction comes into force. It concerns farmers aged 67 and over, who will no longer be able to combine pension payments with CAP subsidies.

Towards harmonization of the value of basic payment entitlements (DPB)

‍Firststep in 2023, to bring all PBOs closer to their average value of 128 euros/ha. All PBOs will be raised to a minimum value of 70% of this average value. The second stage is set for 2025, with a floor of 85% of the average value. Also in 2025, for higher-value PBOs, their deviation from the average will be reduced by 50%, with "loss limitation" protection set at 30% of the initial value of the rights.‍

Eco-regime replaces green payment

‍Thenew eco-regime is accessible in three ways and will result in three levels of aid, from 60 to 110 euros per hectare, depending on the level of commitment. The three access routes are not cumulative. Farmers will be eligible for the eco-regime by virtue of ecological farming practices: crop diversification, permanent grassland and plant cover. AB and HVE certifications offer a second route to eco-regime support, with AB being more highly valued than HVE. Finally, maintaining biodiversity (hedges, copses, trees and fallow land) provides a third way of accessing these subsidies.

New plant aids

‍Newaids are planned for forage legumes and plant proteins intended for human consumption. Mixed legumes, if they are predominant (at least 50%) and grown by, or for, a livestock farmer, become eligible for aid of 140 euros/ha. Similarly, protein crops in mixtures of over 50% are eligible for all types of systems. Among coupled aids for plant proteins, support for pure protein crops now includes pulses intended for human consumption (lentils, chickpeas, dried beans), with a single amount set at 105 euros/ha. Finally, market gardeners also receive special attention, with an amount of 1,588 euros/ha for vegetable and fruit areas between 0.5 and 3 ha.
